Since nobody bothered to note it; the picture is of an IJN "Tone" class heavy cruiser. Designed as a scout cruiser it carried all of it's guns in four turrets forward of the superstructure to leave the after portion of the ship clear for the launching and retrieval of float-planes. The "Tone"s were designed as scout cruisers, using thier float-planes to scout for enemy fleet units and also to be aerial spotters for naval artillery.
